The people inside the building reappear with no memory of what happened. Thor initially suspects Loki, but Odin informs him that Loki is still confined to Asgard.
The true villain is Sandu, a carnival mystic who has been granted immense powers by Loki. Sandu uses his powers to cause chaos, including making race track winnings fly away and lifting entire buildings. He even robs a bank by making the vault float away. Thor confronts Sandu, but the mystic’s powers prove to be a formidable challenge. Sandu manages to trap Thor under a building by using his telekinetic abilities.
Despite being trapped, Thor uses his wits and strength to escape. He realizes that Sandu’s powers are not limitless and devises a plan to trick Sandu into overextending his abilities. Thor confronts Sandu again and, during their battle, Sandu attempts to lift an entire city block. The strain proves too much for Sandu, and he loses his powers, allowing Thor to defeat him and restore order.

Loki uses his magic to create a duplicate of Thor’s hammer, Mjolnir, and sends it to Earth. The fake hammer causes chaos, leading Thor to investigate.
Loki then uses his magic to switch the real Mjolnir with the fake one, leaving Thor powerless. With Thor unable to transform back into his godly form, Loki takes advantage of the situation and begins wreaking havoc on Earth.
